Description

The sdist package at PyPI is missing tox.ini. Please add the missing file to sdist to make downstream testing easier.

Steps to Reproduce

Download the 2023.6.30 sdist from PyPI and unpack it.

Actual result:

Missing tox.ini.

Expected result:

The tox.ini file is in the sdist.
