Is libcompiler_builtins-346ba486e7021fe7.rlib contained in rust version 1.59.0-nightly (db9d361a4 2021-11-28) supposed to include this commit?

No, a separate PR is needed in rust-lang/rust to update the compiler-builtins version in Cargo.lock to 0.1.55.
