Update KinD version, update oldest supported Tekton LTS version, update newest supported Kubernetes version

Changes

This PR does the usual updates before a release:

• update to newest KinD
• add new Kubernetes version v1.32 as supported and test it in e2e/integration
• keep Kubernetes v1.29 as supported because its support only ends end of this month, therefore only minor version bumps of k8s and controller-runtime in go.mod
• remove the oldest Tekton LTS version from supported list, update e2e/integration to test that

With the newer Kubernetes versions, the multiarch strategy suddenly started to fail because it still used the old kubectl download location. I addressed this.

Shipwright Build now depends on Tekton v0.59 or newer. Kubernetes v1.32 is supported.
