Improve evaluation metrics

Currently evaluation metrics (whether point or contextual) work with anomalies identified by timestamps.

We should make the usage easier by handling any set of input (including datetime inputs). That way, users can use evaluation metrics independently of whether or not they are using Orion format.

Internally we can handle the case of datetime and convert it to timestamps for proper evaluation.
