[ACL] Add a testcase for DATAACL rule validation on backend testbeds

Description
Test gap for the issue: sonic-net/sonic-swss#3078

Steps to reproduce the issue:

1. Create DATAACL table and add a forward rule matching input interface (eg. Ethernet0)
2. Verify that traffic ingressing Ethernet0 is forwarded
3. Verify that traffic ingressing on any other interface is dropped

The fix merged no longer uses the IN_PORTS qualifier: sonic-net/sonic-buildimage#18659

Test gap should just ensure that DATAACL is successfully loaded on backend testbeds. Traffic tests will get covered as part of the entire nightly run
