Is there functionality for hierarchical file merging?

I'm not sure what do you mean by "hierarchical file merging", can you point me to the definition? For sure there is no ready feature to do this, but probably you can arrange few primitives to achieve the goal.

If merge rules are not set in a separate config, then child files are merged first
