We observe allow = false for leader balance in an online cluster, but the leader of the cluster is not balanced at this moment, and there is no operator.
There is reason to suspect in some cases limiter.addOperator was called in some cases but limiter.removeOperator is forgot to call.
We should make limiter more robust.
