Describe the bug

When I bookmark a website that uses a favicon, and I restart cromite, some sites the favicon disappears.

I have just a little over 200 bookmarks, and I've only seen this happening with around 7-10 bookmarks, so I don't understand why this happens sometimes with only a few. I have not had this issue before on Chrome.

Steps to reproduce the bug

1. Set bookmarks as Compact View
2. Go to a site, make a bookmark - favicon is displayed for the bookmark
3. Exit cromite and check the bookmark - some favicons now disappear
4. Go back to the website and the favicon reappears - but everytime exiting cromite some keep disappearing.

Expected behavior

I expect all favicons to not disappear when restarting cromite.

it is intentional but it may no longer be necessary.
I leave the issue to remind myself to check.
