None of these --

-- clearly communicates the extremely beta and broken status of this vocab.

I recognize there's a plaintext "status of this document" section, and a background "draft" watermark, but neither of these is sufficiently obvious to the casual surfer, espcially one who is motivated to find something which --

is used to enable Internet-based applications to encrypt, decrypt, and digitally sign information expressed as Linked Data. It also provides vocabulary terms for the creation and management of a decentralized Public Key Infrastructure via the Web.

That's concerning to hear. I was extremely happy to find this vocabulary and hoping to use it, since I was unable to find identifiers for many properties defined here elsewhere. I recognize the draft status, but drafts are good enough.

I would say, complete drafts may be good enough for some things. Incomplete drafts, of which this certainly is one (just scroll down to the bottom of the HTML draft! Also note the lack of any RDF or LD serialization of the vocab!) are not good enough for anything except serving as fodder for a future (hopefully complete) draft.
