This PR logs a message whenever a peer connects to the CCQ P2P channel. In my testing, this message comes out once for each guardian that connects to the channel and once the first time a proxy publishes a message to the channel.
This PR also changes a few CCQ log messages in the EVM watcher from error to debug, since they happen a lot and are not really errors as far as the watcher is concerned.
