Tested in X11 (i3-wm in Arch Linux, no DE).
Possibly related to #13700. Possibly related to #14053.
Keyboards and layouts for Portuguese, Polish, German, Swedish, Russian, and many others, rely on AltGr for typing specific symbols.
As an example, here is a list of UTF-8 symbols I can type in all apps:
/?°®Ŧ←↓→ÆẞÐĐŊĦˀĸ«»©„“”µ•
But this is the output when I try it in Zed:
Zed
qwertyuiasdfghjkzxcvbnm,
It is ignoring the modifier.
(I'm using the X11 default layout for Portuguese set with setxkbmap br abnt2)
setxkbmap br abnt2
It's common for keyboards to rely on AltGr as the only way to type a symbol, in my case, I can't type ? nor /.
AltGr

/
This also affects me in my custom layouts that mix EN-US with PT-BR.

Update: I managed to make it to work as expected by restarting Zed after every keyboard layout update. Maybe that's the real underlying problem.
I'll close this and open a more specific issue.
