shortcut keybinds not worning cross-language

Describe the bug / provide steps to reproduce it

when trying to access basic shortcut keybinds like copy or paste (ctrl + c, ctrl + v), don't work when using non-latin alphabets (tested on Georgian) but it should because they work in fields outside of the browser, like in terminal or browser
