The windows-2016 environment used by pipeline (at least smoke test) is going to be deprecated and removed #16275

Description

##[warning]The windows-2016 environment will be deprecated on November 15, 2021, and removed on March 15, 2022. Migrate to windows-latest instead. For more details see actions/runner-images#4312

For pipelines running on the public agent pool "Azure pipelines", we are going to replace all vs2017-win2016 to windows-2019.
For pipelines running on "Hosted VS2017" agent pool, which I believe is owned by Azure SDK team, I have contacted them for a plan of updating.
11/3: they are not likely to maintain the Hosted VS2017 agent pool after deprecation of windows-2016. We have to migrate to "Azure Pipelines" (but maybe some tasks cannot run on them) or others.
