Changes the Judge into a unique Pepperbox called the Salt Lake.
Based on Aaron0000's Pepperbox mod, meant to be used with my Pepperboxes mod. Credit to Aaron000 for inspiration and frankly a LOT of the actual code - some redone from scratch but I wasn't out to reinvent the wheel.
In short - consider this a 'remix.'
Uses the default Judge skin but recolored using his sereph color scheme.
Trying to keep it balanced within the range for a blue rarity red text. Subject to further refinements later, possibly a change to effect if I can think of a better one than just keeping the crit bonus.
