Refactor code in public/src/client/account/settings.js to reduce cognitive complexity
I broke apart the main saveSettings function into multiple helper functions to reduce cognitive complexity. I created updateConfig, checkLanguageChange, updateBootswatchSkin, updateConfigKey, and isSameUser
Current Issue: issue merging with conflicting dump.rdb file. File was inserted into .gitignore however is still affecting merge.
