fix: empty cell being shown when submitting and opening an expense in offline mode

Details

This fixes the issue where empty cell is shown in LHN when submitting and opening an expense in offline mode. Now, we only render empty cell when LHN or FlashList render it's items for the first time. That happens when we are seeing the skeleton loader on the screen, so we don't see any empty cell in the UI, when things are rendered.
