Re-fetch WorkspaceSettings data when we toggle from offline -> online

Tests

All Platforms:

• Sign-in to NewDot
• Create a Workspace for your user (if you don't have one)
• Click on your profile pic and then click on your Workspace
• Click on General Settings

Web:

• Open the developer console (F12 on chrome) and go to the Network Tab
• In the Network tab, turn off the internet connection and then turn it back on
• Still in the Network Tab, but on the requests list, make sure there is a api?command=Mobile_GetConstants request with the payload formData containing data: ["currencyList"]
• Verify that no errors appear in the JS console

Other platforms:

• Go offline and back online
• Make sure the page does not refresh the WorkspaceSettings is usable
