[CI] Set DYLD_FALLBACK_LIBRARY_PATH in tests with Homebrew MPI

Without this, in some situations libmpi may not be found by Julia.
Better to be explicit about the version, since GitHub Actions doesn't provide a better way to distinguish between different architectures.
