Description

With this, you can register an external hpc-sdk provider of cuda like:

packages:
  cuda:
    externals:
    - spec: cuda@...+im-hpc-sdk
      prefix: /opt/nvidia/hpc_sdk/Linux_aarch64/24.7/cuda/12.5

and it can find cufft which is in a sibling directory.
