util.parse_enumassumed everything sent to it was a list of enums, which caused issues when sending things likeLOGLEVELand any of theCOLORvariables, since those are not lists. Addedvalue_is_listto allow the function to return a single value instead of a list that would then need to be parsed by the caller.
