Description (2022-08-31)

Use the new possibility added by SwissDataScienceCenter/renku-python#3097 to have the core-service wait a bit if the project is locked to avoid the situation that a project is temporarily locked but will be free in a 1s.

Figure out why this notification is being shown, fix if easy, otherwise create issues to fix. Time box to 1d.

We now have backend support to fix this, let us get it improved.
