This PR adds a new module
purldb-publicthat contains the urls and settings for the public instance of purldb, where we only expose thepackagesandresourcesendpoints. I've updated thepackagesviews to remove any API endpoints regarding Package indexing. Throttling has been enabled on the API, where anonymous users can access the API 3600 times a day and users can access the API 10800 times a day.
