Add Webview for Generating a Devcontainer from a Template

Description

This PR introduces a webview designed to streamline the creation and customization of Devcontainer configurations from a template. The webview allows users to specify key details and provides the following features:

Features

  • Destination Path: Automatically defaults to the first folder in the current workspace. Displays an error message for invalid or empty paths.
  • Container Image Selection: Offers options to select between Auto, Upstream, and Downstream images.
  • Override Option: If a .devcontainer directory already exists at the specified destination, users can create a new one using the provided form inputs.
  • Logging: Displays messages within the webview to confirm successful creation or report any errors encountered during the process.

Testing

  • Implements tests to validate webview elements and ensure the functionality of the "create" feature.
  • Adds a local pre-commit hook to verify that the extension's devcontainer template matches the ansible-creator devcontainer template.
