refactor: sync with upstream template, remove unused/unnecessary deps

- Sync package.json and tsconfig.json with upstream template
- Add GitHub Action that ensures the dist is correct
- Remove Jest and its related dependencies
- Remove unnecessary ESLint plugins/rules
- Use default Prettier settings
