- do not merge for now
- Fix errors with builds due to package upgrades.
- Update get_address_history call.
update aiorpcx_version check
remove aiorpcX, installed by electrumx package. add scrypt package.
remove scrypt from Dockerfile, add it to requirements.txt

truncate fees to 10 digits max
mod get_address_history: add transaction fee to value for a 'send' entry.
update get_address_history, account tx fee to amount for a 'send' transaction.

switch LRUCache to electrumx.lib.lrucache refactor get_address_history to use asyncio refactor transaction_type logic in _process_transaction
remove pylru, newer versions of ElectrumX using own caching structure.
