Refactor to allow mutliple networks to use debian packages scripts by submitting a PR to the project.

Two configs are shipping with 0.3.3, casper.conf for MainNet and casper-test.conf from Make Services, launching the DEVxDAO TestNet.

This contains a breaking change for pull_casper_node_version.sh arguments.
