examples: add sockops example #771

The example uses sockops interface to:

  1. Track passive and active established TCP connections.
  2. Extract sRTT value every time TCP socket recalculates it.
  3. Log 4-tuple and RTT in user space.

Follow up question: does this even work with v1 cgroups? If not findCgroupPath can be simplified I think.

I won't, sockops only work with cgroupv2.
