ArcGIS runs on Windows and can be resource intensive. Most important to any computer's performance is memory (RAM). 4GB should be considered a minimum; 6-8GB is preferred. While computer performance is affected by many other factors, any modern computer with sufficient memory should be able to run ArcGIS and IGT4SAR without issue. Also, GIS data can be quite large. Most users will want to carry an external 1-2TB hard drive to store data for offline use.
