Depends on docker-library/php#1464 and the subsequent PR to the official images repo.

I would love to see this get added soon so that I can roll out PHP 8.3 images for the arm64 OpenLiteSpeed Docker images. I'm pulling the WP-CLI image for use in it's build.

Noe only depends on #docker-library/official-images#15776

For my future reference / justification:

In WordPress 6.4: Added “beta support” for PHP 8.3 (news post).

From https://make.wordpress.org/core/handbook/references/php-compatibility-and-wordpress-versions/ (and we're on 6.4.1, so we're good 👍).
