Fixes #84

As suggested in erlang/rebar3#2682, use the rebar3 plugin:

uses rebar3 plugin rebar3_neotoma_plugin
removes priv/compile-parser
moves priv/katt_blueprint.peg to src/katt_blueprint.peg, because rebar3_neotoma_plugin checks peg files in src directory


          Use rebar3_neotoma_plugin,

delete priv/compile-parser
