Moving regression suite over to iree-test-suite and calling those regression tests via composite action
FYI: PR may fail on e2e benchmark tests, since I have moved sdxl_pipeline_bench_f16.mlir to another directory, and iree-test-suite is expecting that file to be in main (which it is not yet!)
(pkgci is failing due to double quotes around a contains statement in gh actions instead of single quotes, fix is here: iree-org/iree-test-suites#84)
