Remove `Phase` attributes from volumes, network interfaces, networks etc. and simplify binding to be done by the 'executing' controller (e.g. `NetworkInterface` controller tries to set `targetRef` on a `VirtualIP`). Update related code in machinepoollet and controllers. Update test cases.
