feat: bump dependencies and add owner ref information to object meta

Changes

• Updated pod status calculation logic based on kubectl v0.31.1. Closes fix(common): when init container restartPolicy is always, think as sidecar #9354
• Bumped Go dependencies in all modules including k8s deps (v0.31.1)
• Bumped Go version dep to 1.23
• Added owner ref information to API and UI. Ref: Resource owner now shown in every pane #7489
