Thanks, @samuelburnham! I don't have critical remarks, so approving. Feel free to remove anvil from runners (and from runs-on instructions in the config) before merging this PR. Alternatively, I can do that, while migrating of these settings to #20 and #25

This PR refactors usage of Github secrets as well as updates version of Python
