Missing checkQueryIntegrity call in DispatchManager

In the Presto OSS repo, there is curently no usage of AccessControlManager#checkQueryIntegrity . It's possible that there should be a call in DispatchManager#createQueryInternal , but it was accidentally removed or it was not added during a code refactor.

Here are the relevant past PRs:
#13878 It used to be called in SQL query maanger
#14104 During this refactor, the logic in SQL query manager was moved to DispatchManager, but the call to check query integrity was not added.

This issue is significant because I am working on adding a permission check in the lower level checkQueryIntegrity method in presto-facebook (Permissions.java). I chose this method because it passes down the query string, which is needed info in the security check.

I want to know if there are any objections to adding back the checkQueryintegrity method call in the DispatchManager.
