Implemented an initial wiki-reader based on the wikitextparser package
Adds support for reading tables (needed for e.g. TagFix_Tree, TagWatchFrViPofm, TagFix_Postcode), lists (TagFix_Tree_Lang_fr) and templates (TagFix_Deprecated), and adds a function to convert {{Tag|x|y}} to x=y
