Create groups within groups

It would be really cool if I could, as a group admin, create groups that apply to my users that can work together. This makes sharing so much easier on the end user.

Of course the backend for this needs to exist then, but the new Users management design #1927 would also make it easy to visualize subgroups (with the nested design just like what the News app uses for subfolders).

Is anyone already working on this, @karlitschek?
