in order for developers to develop/test exex efficiently, there should be an easy to use testing framework
i've started to look at reth codebase, but found it's hard to start. The largest friction now is reth's lack of testing framework of exex. Eg. there seems to be no testing in reth codebase for anything under /crates/exex, which making it extremely hard to build some integration tests with a local kafka for #8402
