this fixes a bug in full node mode described here:

#5913 (comment)

adds TransactionSigned::recover_signers_unchecked variant and removes the panic in the provider code.

this way we can also handle pre EIP-2 transactions, we don't need to check the s value because the txs comes from disk and has already been validated on insert
