This adds an armv7l image that allows to build wheels for armhf (e.g. raspberry Pi).
It was first an experiment in https://github.com/mayeut/manylinux-ubuntu & was tested through https://github.com/pypa/cibuildwheel
It comes with differences compared to other manylinux images so these are explained in the README.
The number of projects publishing wheels for armv7l on PyPI is roughly the same as for ppc64le/s390x, there are already images for those ones.
