Lint passes get run in full once per item, which means nested items cause the passes to be run multiple times.
Compiling the following code produces four warnings:
mod a { mod b { mod c { fn f() { while true { } } }}}
It should only produce one.

Furthermore, as a result of this, warning pragmas are not properly inherited by subitems.
