Temporary bootstrapping hack: introduce syntax for lifetime bounds #16318

Introduce syntax for lifetime bounds like 'b:'a, meaning 'b outlives 'a. Syntax currently does nothing but is needed for full fix to #5763. To use this syntax, the issue_5763_bootstrap feature guard is required.

I only saw one bug (the re-use of parse_lifetimes to parse the bounds list, which means the bounds are comma-separated, which is a grammatical amgiguity).

Other than that, it looked good.

Fixed that bug, also git added the tests that I forgot.
