[transport] Prevent package list for unresponsive nodes

Raise error when _connect() returns non zero status.

The salt cmd.run module obfuscates the exit codes of the commands executed on a minion. If a minion does not pickup the message in the queue then the master receives exit code of 1. If the minion picks up the message and upon execution returns any exit code besides 0, the salt master also gets an exit code of 1.

You can install the built RPMs by following these steps:

• sudo yum install -y dnf-plugins-core on RHEL 8
• sudo dnf install -y dnf-plugins-core on Fedora
• dnf copr enable packit/sosreport-sos-3458
• And now you can install the packages.

Please note that the RPMs should be used only in a testing environment.
