#12 U-M Consent Manager rework

This PR is deprecating the old useOneTrustConsent hook in favor of a new hook useUmConsent to utilize the new UMich consent banner script, which allows for more control over who sees the banner and other banner behavior configurations.

Test plan:

1. Paste the Google Analytics Id of our GA test project into googleAnalyticsId on App.tsx (I'll set this up and share the project)
2. Follow the test-app README to run the test-app that loads the hooks using React
3. Verify that unit tests work on module directory

Optionally, we could try turning off alwaysShow to test location-based running of the script alongside a VPN. But this could also be saved for testing on our apps using the new module.
