193: sqld: add SQLD_CREATE_LOCAL_HTTP_TUNNEL env to clap r=psarna a=psarna ... so that it's easy to pass it to Docker and get a tunnel to it, usable globally. Co-authored-by: Piotr Sarna <[email protected]>

Let's avoid using the libsql_sys wrappers everywhere and instead add a raw API layer between the high-level API and the FFI bindings. I am exposing this as a public interface too so applications that want more control can just use it.
