한 사이트가 여러 기관의 서비스를 제공하는 사례 (예: certpia.com, webminwon.com)에서 사용자의 편의를 위하여 서비스에 검색어 키워드를 추가하는 기능을 구현해야 함.

현재는 단일 카탈로그에 너무 많은 사이트를 넣을 수가 없음. 구 버전의 식탁보 사용 시 응답 없음 상태로 빠지는 문제가 발생할 수 있어서 그런데, 나중에 새 카탈로그 시스템으로 확장할 때 더 많은 수의 웹 사이트를 표시하더라도 안정적으로 동작할 수 있게 개선해야 함.

- 검색 필터 로직을 모델로 이관하여 통일된 필터 로직을 만듦
