Hide the billing card on the payment methods page as a billing card can't be set to be a default payment method nor be deleted.

Here is our slack discussion on why we chose to not show the billing card on the payment methods page.

Tests

• For external QA, add a billing card on Old Dot. And this is the card we don't want to be visible on New Dot payment method page.
• For Internal QA, add a billing card to your account by following this SO
• Once it has been added successfully when you visit the new dot payment method section you won't be able to see the billing card. To verify you can add a bank account by running generator:bankaccount and that should be visible.
• Verify that no errors appear in the JS console
