Add SGPIO driver support for Phytium Pe220x SoC.

This patch used to support ACPI and set the phytium ACPI ID to PHYT0031 for SGPIO driver.

The dtl_access_lock needs to be a rw_sempahore, a sleeping lock, because
the code calls kmalloc() while holding it, which can sleep:
