Description of Change
Allow to dynamically change the CollectionView ItemsLayout.
NOTE: I also have detect a wrong CollectionView item size (see gifs below). This PR also fixes the issues setting the correct item size.

Testing Procedure
Launch Core Gallery and navigate to the Issue 10482. Press the button to change the layout. If the layout changes, the test has passed.
